I'm not looking at the text so hopefully I'm not steering you wrong...

Delocalizing, in re to electrons, is like giving them a bigger box to
roam around in. We talked a bit about pi bonds in lecture today (9/16)
these pi bonds have the effect of delocalizing the electrons. Instead of
the electron limited to the p orbit of one atom it can roam between the
two atoms within the pi bond. Make any sense?
