tojc: problem 2.1

I was wondering how, on problem 2.1, you would know that this is a
sis-trans isomer? Don't you want the compound to have the same atoms on
either side? ie. two Chlorines on the top, or one on each side of the
Carbons. In the book it is comparing CH3CH2 with Cl. How is this possible?
