If you look at the beginning of the section, you can see the author is
referring to the carbon-carbon bond. So in ethyl fluoride, the right
side of the C-C bond is more positive than the left end. You can see
this visually by looking at the size of the partial charges written above
the structure.

That's the way I understood it. Hope it helps.
