TOJC- Alkene Diastereomers

Could someone explain to me the nomenclature of
2-Bromo-1-chloro-1-fluoroethene? Why isn't
2-Bromo-1-chloro-1-fluoroethene 1-Bromo-2-chloro-2-fluoroethene? Is it
because that the carbon with the bromo has a hydrogen attached to it and
the other carbon doesn't.
