I think it may be important to note that on page 253 the basicity
and nucleophilicity are two different values.
"Basicity is measured by the position of an equilibrium."
"Nucleophilicity is measured by the relative rates of reaction."
These values though different measurements are related. For the protic
solvents, the relative nucleophilicity does not exactly parallel an
increase in basicity or a decrease. (Compare the list of bases and
their strengths on page 98 with the list of nucleophiles on page 253.)
For polar aprotic solvents the order of increasing nucleophilicity of halde
ions is the same as their bascity, except in alcohol or water.
